NEW YORK — Against the backdrop of a historic deep freeze, Mayor Zohran Mamdani stood atop the David N. Dinkins Manhattan Municipal Building today to celebrate the start of Black History Month by announcing a major win for public accessibility: the opening of the building’s 26th-floor rooftop and cupola to the public.

The event served as a dual-purpose address, balancing the celebration of Mayor David Dinkins’ legacy with an urgent update on the city’s response to a record-breaking 11-day stretch of sub-freezing temperatures.

A New Vision for One Center Street

The announcement marks the first time in nearly 90 years that the landmark’s observation area—designed to be a public space—will be accessible to New Yorkers. Commissioner Yume Kitasei of the Department of Citywide Administrative Services (DCAS) detailed a $6 million rehabilitation project to restore the tower.

“One Center Street is the heart and soul of municipal government,” said Commissioner Kitasei. “It is our responsibility to make sure it stays resilient and beautiful for decades to come.”. The renovation will include:

  • Safety Upgrades: Installation of safety glass barriers and ceiling netting.
  • Restoration: Repainting the cupola and repairing the historic rotunda.
  • Public Access: Free guided tours led by DCAS staff, beginning in June, with tickets available via online reservation.

Addressing the Severe Weather Crisis

The celebratory tone was underscored by the gravity of the “Code Blue” weather emergency. Mayor Mamdani reported that the city has cleared over 122 million pounds of snow, but tragically, 16 New Yorkers have passed away outdoors during this brutal stretch.

To combat the freeze, the Mayor highlighted:

  • Mobile Warming Units: A fleet of 20 buses and vans equipped with clinical staff moving through the city.
  • Expanded Shelter: The addition of 50 new single-room shelter units for those hesitant to use traditional congregate settings.
  • Enhanced Outreach: Nearly 1,000 placements have been made to shelters and safe havens since the cold began.
